PCWA Responds to Grand Jury Reports

Auburn, Calif. – The Placer County Water Agency (PCWA) Board of Directors approved a response to two Placer County Grand Jury reports at their meeting on September 3.

Findings and recommendations of the Grand Jury addressed the reallocation of Agency reserves to expand service to underserved areas of the County, the formation and utilization of advisory councils, and improvements to PCWA’s website.

Reallocation of Agency reserves to expand service to underserved areas

PCWA stated it is evaluating water service to underserved areas through the development of its Countywide Master Plan, which the Agency expects to complete in 2016.

“I’m happy to say that the direction and discussions of the PCWA board are consistent with the concepts presented by the Grand Jury,” PCWA General Manager, Einar Maisch said. “Prior to the Grand Jury report we began the process of developing a new Master Plan. Identifying unmet water needs within the county and quantifying a reasonable reallocation of funds from current reserves to a Financial Assistance Program are being addressed as part of that plan.”

Formation and utilization of advisory councils

The Board does not believe there are unmet needs that require the formation of a PCWA advisory council at this time. The Board stated that a combination of the Agency’s public outreach, regular public board meetings, and ongoing community involvement informs customers and the community on important Agency matters.

Improvements to the PCWA website

PCWA implemented Grand Jury recommendations for improvement to the Agency’s website. Additionally, it created a Transparency Information page to make information of interest to the public easily accessible. For its efforts, PCWA received the District Transparency Certificate of Excellence from the Special District Leadership Foundation in July.

Tony Firenzi, PCWA Deputy Director of Technical Services, reported that preliminary estimates show PCWA treated water conservation, in August, reached approximately 35%, exceeding the state mandated 32%.

The next regular meeting of the PCWA Board of Directors is an adjourned meeting, Thursday, September 17, 2015, 8:15 AM at the PCWA Business Center, 144 Ferguson Road, in Auburn, at which time regular business items will be considered. Thereafter, the Board will travel to North Tahoe Public Utility District, 875 National Avenue, Tahoe Vista, California, to resume its meeting at 11:00 AM. PCWA board meetings are open to the public.
