Placer Community Foundation Board of Directors Update

Auburn, Calif- Placer Community Foundation (PCF) welcomes long-time Board members, Justice Keith Sparks and Kelly Richardson to its Emeritus Board.

Justice Keith Sparks grew up in Auburn, attended Placer High School, UC Berkeley, and Boalt Hall School of Law. He practiced law in Roseville, and in 1981 was appointed by the Governor to serve as an Associate Justice to the Court of Appeal for the Third District of California. Starting on the Auburn Community Foundation Board, he served for 10 years as Placer Community Foundation’s First Vice Chairman as well as on the Governance and Finance Committees. Keith will remain on the Finance Committee as a volunteer.

Kelly Richardson is also a native Auburnite. She attended Willamette University in Oregon, earned a Bachelor’s Degree from UCLA, and is a graduate of the Real Estate Institute. Continuing her family’s long tradition of civic-minded action, she served as President of the 20th District Agricultural Association Board and received the 2011 Maurine Dobbas Award for her contribution to the community. She served on the Auburn Community Foundation Board of Directors and on the Placer Community Foundation Board for 10 years; previously as Second Vice Chairman and continuously on the Grants Committee where she will continue as a volunteer.

It was Keith and Kelly, among other forward-thinking board members, who had the vision to create Placer Community Foundation in 2005. Since then they have seen the Foundation grow to more than $12 million in assets, and have taken part in growing the number of charitable funds from 1 to 78. Community Foundation CEO Veronica Blake stated, “We are grateful to Keith and Kelly for their many years of service and we proudly welcome them to the Emeritus Board.”

The Community Foundation is pleased to welcome Sheila Cardno to its Board of Directors. After almost 20 years of experience in finance and marketing with Intel, Sheila established a financial planning practice built on her interpersonal and analytical skills. Sheila has been an investment advisory representative with LPL since 1998 and founded Spectrum Wealth Management in 2010. With her background in the high-tech industry, she has extensive experience in stock option strategies and the tax consequences as well as retirement and income planning. Prior to her high-tech career, Sheila was a high school teacher and vice-principal in Victoria, B.C.

Sheila is also involved in leadership roles in numerous community and professional organizations: The Financial Planning Organization of Northern California; the Women’s Fund of El Dorado; she is a founding member PCF’s Professional Giving Circle; and she is a Board member of the Placer SPCA. She holds a B. Ed. from the University of British Columbia, a M.Ed. from the University of Oregon and an MBA from the University of California, Berkeley.

“Sheila understands our commitment to grow philanthropy in Placer County,” noted Blake.  “Our board welcomes her experience and proven appreciation for our community.”
