Roseville, Calif.- Recently the Roseville Police Department worked with the managers of a senior citizens’ apartment complex on Madden Lane to solve a series of burglaries.
The apartment complex staff discovered that an unidentified young woman was going into apartments in the middle of the night while the elderly residents were home asleep, and stealing cash, bank cards, jewelry and prescription medication. At least one resident’s stolen bank card was used to make fraudulent purchases.

With the help of the apartment complex staff and other witnesses, officers identified a potential suspect, a relative of one of their residents. On December 30, officers served a search warrant at the suspect’s house in south Sacramento, and found stolen property and other evidence connecting her to several of the sixteen burglaries that have been reported so far. The earliest known burglary happened in early July, and the latest in late December.
Haleigh Ann Carrigan, age 21 of Sacramento, was arrested without incident at her home on suspicion of first degree burglary, elder abuse (targeting elderly victims for burglaries, depriving them of their essential medications and other property, and financial fraud), and possession of stolen property.
Officers believe she familiarized herself with the complex during daytime hours and stole residents’ keys, and then returned at night and burglarized their apartments while they were sleeping.
The apartment complex management worked closely with the Roseville Police Department to protect their residents and stop the burglaries, and this arrest would not have been possible without their outstanding cooperation.
Officers are looking into similar incidents at other senior living facilities in Roseville. Any residents of senior living complexes who are missing property are asked to file a report with the Roseville Police Department.
