Roseville’s New City Hall Annex Moves Forward

Roseville, Calif. – West Sacramento-based Clark Pacific, one of the nation’s leading suppliers of architectural and structural prefabricated concrete solutions, has completed installation of the precast components of the new 82,000 square foot City of Roseville office building located at 316 Vernon Street.  (Sierra College Roseville Center)

The four-story development will help combine city services under one roof and provide office and classroom space for the Sierra Joint Community College District.  The project also includes ground level retail space.

“With Sierra College leasing an entire floor of the new building, an aggressive construction schedule was needed to ensure classes begin on-time in January 2017,” said Don Clark, President and co-owner of Clark Pacific.  “A precast concrete solution provided the schedule certainty that was so important to the City of Roseville.”

Clark Pacific manufactured 538 panels off-site in 10 weeks, and erected the building structure in just 39 days.  The precast concrete panels included columns, beams, walls, and floor system accounting for 82,944 square feet of concrete.

“We’re amazed at the speed in which this project is coming together,” said Mike Isom, Roseville’s Development Services Manager.  “This development is an important piece of the City’s Downtown revitalization puzzle, and when completed will introduce a new demographic with 200+ community college students per day.  The building’s prominent location on the Vernon Street Town Square makes it extremely important to get it right.”

The office building’s original design called for a steel structure with a plaster finish. However, precast concrete offered neighborhood-friendly construction methods of off-site prefabrication and timely delivery to the jobsite as well as a better performing building that will stand the test of time. As a result, Clark Pacific was chosen by general contractor DPR Construction to manufacture and install the precast concrete scope of work, providing the structural system for the new office building.

The use of Clark Pacific’s innovative Precast Hybrid Moment Frame technology provides a resilient framing system designed to self-right after an earthquake.  By switching from a steel structure to a precast concrete structure, precast concrete allowed for the removal of interior columns, opening up additional floor space.  This allowed the City of Roseville to consolidate multiple City services into the new office building, including the City’s Information Technology, Fire Administration, Housing, Alternative Transportation, Parks and Recreation and Libraries’ offices.

 The project is scheduled to be complete in mid-December of 2016, in time for Sierra College to begin courses in January.
