Roseville Tops U.S. in Flood Insurance Rating

Roseville is First Community in Nation to Receive Highest Flood Insurance Rating by Federal Government

Roseville, Calif. – The City of Roseville’s aggressive flood mitigation efforts have earned it top honors in the federal government’s Community Rating System, making it the first community in the nation to receive a Class 1 status for its residents.

This fall, R. David Paulison, Director of the Federal Emergency Management Agency (FEMA), plans to visit Roseville to formally recognize the City for its national achievement. The classification means Roseville homeowners will save about 45 percent on the cost of their flood insurance premiums beginning October 1, 2006.

“This achievement represents several years of hard work by our Public Works Department and leadership by our City Council, City Manager W. Craig Robinson said. Being recognized as the first community in the nation to receive the highest rating possible by FEMA is another reason why Roseville is such an amazing community.”

Robinson said Roseville historically had been impacted by flooding, but the City began eliminating its vulnerabilities in the early 1980’s and has diligently worked to improve flood protection and mitigation for more than 20 years.

“It’s very gratifying to see that our work is being recognized at the federal level, especially since federal matching funds played a key role in helping us implement those extensive flood improvements,” Robinson said.

The Community Rating System is an extensive program that examines communities in 18 categories, evaluating the community’s preparedness level for a flood event. The ratings are certified by FEMA, which operates under the Department of Homeland Security, and directly affects flood insurance premiums.

City officials were notified that Roseville had initially qualified for FEMA’s top-level status on May 3, after learning the City earned 5,368 credit points in an official evaluation for CRS classification, 19 percent higher than the 4,500 points needed for the top rating.
