Roseville resident Gray Allen elected to PCWA Board

Auburn, Calif. – Roseville resident Gray Allen, who serves as the District 1 director for the Placer County Water Agency, was elected Monday (Dec. 8) as 2009 chairman of the PCWA Board of Directors.

 Allen, who is entering his third year on the PCWA board, represents District 1, which includes most of the City of Roseville, plus portions of unincorporated Placer County.  He is a longtime public relations consultant in the fields of agriculture, high tech, transportation, banking and building products.

As part of the board’s annual reorganization meeting, District 2 Director Alex Ferreira, a Lincoln area rancher, was elected as vice chairman for 2009.

 Directors welcomed new board member Ben Mavy, an investment adviser and resident of Applegate who won the election to the District 5 seat in November.  District 5 stretches eastward from the foothills above Auburn to Lake Tahoe and the Nevada state line.

Clerk to the Board Cheri Sprunck administered the oath of office to Mavy, along with District 3 Director Lowell Jarvis and District 4 Director Mike Lee, who begin new four-year terms after they were unopposed in their bids for reelection.

 The Board of Directors is PCWA’s governing body.  Elected by the public, directors serve four-year terms and represent each of five districts that cover all of Placer County.

 In other business, directors:

  • retained the Walnut Creek-based certified public accounting firm of Maze & Associates to conduct the 2008 financial audit of the agency for $44,280.  Director of Financial Services Joseph H. Parker said the company was selected from a field of 19 firms that were invited to submit proposals.
  • approved final payments and authorized the filing of completion for the Foothill Raw Water Pump Station near Ophir, a major $38 million facility that will distribute water through western Placer County and also supply a future water treatment plant at Ophir.  Steven Delledera, who served as project manager for contractor Pacific Mechanical Corp. of Concord, praised workers and subcontractors on the three-year project and asked PCWA to recognize their accomplishments at the site.
  • learned that PCWA has been accepted for membership into the California Climate Action Registry, a voluntary program to inventory, certify and publicly report the agency’s greenhouse gas emissions.
  • recognized retiring Director of Resource Development Mal Toy who has spent more than 13 years with the agency and has headed the ongoing Middle Fork American River Project federal relicensing project.  Toy will continue to assist the agency on a consulting basis.
