Departure follows years of work on watershed protection and regional water projects
Auburn, Calif. – Directors of the Placer County Water Agency on Thursday (March 19) accepted a letter of retirement from District 1 Director Gray Allen. Allen, who has served on the PCWA Board since 2006, indicated his retirement will be effective April 15, 2026.
In response to Allen’s retirement, the Board reflected on his long-standing service and his contributions to the agency and the communities it serves.

Director Robert Dugan said, “Representing neighboring areas of Roseville, I’ve had the opportunity to see firsthand how committed Gray is to the community he serves. He has been a tireless advocate for the Roseville community throughout his time on the Board. He brought a clear understanding of the City’s needs and consistently worked to make sure those priorities were reflected in PCWA’s decisions. His voice has been an important part of the Board’s work, and it sets a strong foundation for those who will step forward to serve next.”
Director Josh Alpine added, “Gray helped move important efforts forward and supported solutions that benefit communities across our service area. He has been a steady and supportive partner, especially as we’ve worked through consolidations and efforts that affect multiple communities across all of Placer County’s districts.”
Director Primo Santini said, “Gray has been a strong advocate for PCWA’s role in the Sites Reservoir project and worked closely with Roseville to support that effort. He understood the importance of regional partnerships and long-term planning. That work will continue, and his contributions have helped position the agency for what comes next.”
Director Chris Wilson said, “Joining the Board, I had the opportunity to work alongside Gray and see firsthand what public service looks like in practice. He brings thoughtfulness, professionalism, and a strong commitment to the people he represents. That example has made a lasting impression on me.”

Allen said, “It has been an honor to serve the people of Placer County and to work alongside such a dedicated Board of Directors and staff. I’m proud to have been part of an agency built on the foresight of those who came before us, and I’m confident that legacy will continue as new leaders step forward to help guide PCWA into the future.”
Long-time Roseville resident
Allen, a long-time Roseville resident, has followed economic, resource, and environmental issues affecting California and brought that perspective to his service with PCWA. During his tenure, he championed watershed protection, infrastructure development, and long-range planning to support reliable and efficient service as Placer County continues to grow.
General Manager, Andy Fecko, said Allen would be honored at a future board meeting for the nearly two decades he devoted to public service. He also said PCWA would immediately begin the process to fill the remainder of Allen’s unexpired term of office.
