Placer County Moves Forward With Hundreds of New Affordable Homes

Housing agreements to expand local housing options

Auburn, Calif. – The Placer County Board of Supervisors recently approved two affordable housing agreements supporting the creation of new housing opportunities for extremely- low, very-low, low- and moderate-income residents in West Placer County.

The agreements, one for the Placer Creek Affordable Apartments in the Placer Vineyards Specific Plan area and another for the Mill Creek Subdivision in the Dry Creek-West Placer community, demonstrate the county’s continued commitment to meeting a range of local housing needs.

Rental Housing

The board approved an agreement with Placer Creek Affordable LP and Lennar Homes for a 168-unit multifamily affordable rental housing project at Baseline Road and Westbrook Boulevard in unincorporated West Placer.

The project includes 167 income-restricted units and one manager’s unit, with affordability levels ranging from extremely-low to low-income. The agreement formalizes a 55-year affordability term and sets requirements for tenant eligibility, rent restrictions, construction milestones, marketing, and ongoing compliance oversight.

“This project represents a significant investment in high-quality affordable housing that supports working families and aligns with the county’s long-term housing goals,” said Placer County Housing Manager Nikki Streegan.

322-lot subdivision

In a separate action, the board approved an affordable housing agreement for a 322-lot single family residential subdivision with developers GB3one3 and MC1 for the Mill Creek Subdivision in the Dry Creek-West Placer area.

The project will include 33 accessory dwelling units integrated throughout the first two phases of construction. Thirty-two ADUs will be less than 750 square feet and deemed “affordable by design,” consistent with state and county housing policies, while one unit will be deed-restricted for very-low-income households.

The agreement requires that all ADUs cannot be rented for short-term stays, cannot be separately sold and must comply with all state and county size and affordability standards.

“Accessory dwelling units are an important part of expanding affordable housing opportunities,” Streegan said. “They provide options for multigenerational living and create rental opportunities for a variety of household types, all while blending seamlessly into single-family neighborhoods.”
