New California Laws 2026 (Part 4)

| AB-260 | Sexual and reproductive health care. This bill would repeal those unconstitutional provisions and delete obsolete references to criminal abortion penalties. The bill would make technical changes to provisions authorizing abortion for incarcerated and committed persons. |

| AB-268 | State holidays: Diwali. This bill would add “Diwali” to the list of holidays that are excluded from designation as a judicial holiday. |

| AB-289 | State highway work zone speed safety program. |
| AB-290 | California FAIR Plan Association: automatic payments. The bill would prohibit cancellation or nonrenewal of a FAIR Plan policy solely because the policyholder is not enrolled in automatic payments. |
| AB-293 | Groundwater sustainability agency: transparency. |
| AB-299 | Motels, hotels, and short-term lodging: disasters. |
| AB-301 | Planning and zoning: housing development projects: postentitlement phase permits: state agencies. |
| AB-309 | Hypodermic needles and syringes. |
| AB-310 | Nevaeh Youth Sports Safety Act. The bill would require, by January 1, 2027, a youth sports organization to have a written emergency response plan that includes certain information, including the location and procedures to be followed during a sudden cardiac event. |
| AB-313 | Student financial aid: application deadlines: extension.a |
| AB-316 | Artificial intelligence: defenses. This bill would prohibit a defendant who developed, modified, or used artificial intelligence, as defined, from asserting a defense that the artificial intelligence autonomously caused the harm to the plaintiff. |
