New California Laws 2026: Part 4

Sacramento, Calif. – Part 4 of the New California Laws 2026 series covers laws chaptered during the 2024–25 legislative session. This installment highlights new legislation on reproductive healthcare, artificial intelligence (AI) defense, California Fair Plan, Youth Sports Safety and additional statewide updates.

New California Laws 2026 (Part 4)

AB-260Sexual and reproductive health care.
This bill would repeal those unconstitutional provisions and delete obsolete references to criminal abortion penalties. The bill would make technical changes to provisions authorizing abortion for incarcerated and committed persons.
AB-263Scott River: Shasta River: watersheds.
AB-268State holidays: Diwali.
This bill would add “Diwali” to the list of holidays that are excluded from designation as a judicial holiday.
AB-287Elections: polling places and vote centers.
AB-288Employment: labor organization and unfair practices.
AB-289State highway work zone speed safety program.
AB-290California FAIR Plan Association: automatic payments.
The bill would prohibit cancellation or nonrenewal of a FAIR Plan policy solely because the policyholder is not enrolled in automatic payments.
AB-293Groundwater sustainability agency: transparency.
AB-299Motels, hotels, and short-term lodging: disasters.
AB-301Planning and zoning: housing development projects: postentitlement phase permits: state agencies.
AB-309Hypodermic needles and syringes.
AB-310Nevaeh Youth Sports Safety Act.
The bill would require, by January 1, 2027, a youth sports organization to have a written emergency response plan that includes certain information, including the location and procedures to be followed during a sudden cardiac event.

AB-316Artificial intelligence: defenses.
This bill would prohibit a defendant who developed, modified, or used artificial intelligence, as defined, from asserting a defense that the artificial intelligence autonomously caused the harm to the plaintiff.
