The Placer County Superior Court has issued a warrant for the arrest of Raymond Richard Whitall II, 48. Whitall is suspected of defrauding two Roseville restaurant owners while posing as a Cal-OSHA inspector. Whitall may have committed similar scams on small restaurants throughout the state.
Whitall is described as a white male, 5’11” tall and 165 pounds, with graying dark curly hair and blue eyes. He may be driving a blue 1990 Toyota Corolla station wagon with California license plates 4REU061. He may be camping or staying in hotels.
Whitall is suspected of entering restaurants in Roseville on February 6 and again on February 10, posing as an inspector from Cal-OSHA (California Occupational Safety and Health). He was neatly dressed and wore an official-looking identification card and a badge, and spent a considerable amount of time “inspecting” each restaurant. He then told the owners that they had safety violations that would cost them several thousands of dollars in fines, but that he would not cite them if the owner gave him some cash. He received cash from each victim.
