Suspected Car Burglars arrested, thanks to alert citizen

Roseville, Calif.- Wednesday morning Roseville Police Department officers arrested four people on suspicion of breaking into at least three parked vehicles in the Stanford Ranch Road and Galleria Boulevard areas. The suspects were caught and stolen property recovered because a citizen reported suspicious activity, and security officers took prompt action.

Police Chief Joel Neves said, “This was textbook community policing–an observant citizen taking the time to report suspicious activity. Also, our shoppers should note that the car burglars didn’t break into vehicles at random–they looked for vehicles that had valuable property inside. This is yet another reminder why it’s not a good idea to leave valuables in plain sight in your vehicle.”

At 10:57 a.m. on Wednesday, April 25, an alert citizen observed two women and a man acting suspiciously in a shopping center parking lot, walking up and down the lot peering into vehicles. The citizen notified store security of the suspicious activity. A security officer checked the area and observed one of the women break out a vehicle’s side window with a rock and then enter the vehicle, while the other female suspect stood nearby, apparently acting as a lookout. The security officer immediately called Roseville Police.  A Roseville Police officer responded, saw two women on foot matching the suspects’ description on Galleria Boulevard near State Route 65, and detained them. One of the women had two pairs of sunglasses in her possession that were identified as coming from the victim’s vehicle.

Other officers searched the area and spotted a sedan that had been seen leaving the area of the car burglary. Officers stopped the sedan, occupied by two male adults, on Eureka Road near Taylor Road. Inside the sedan was property that had been taken within the past hour from two vehicles parked  at stores on Fairway Drive and Stanford Ranch Road. Officers recovered several items, including a laptop computer, a camera, a briefcase and a cell phone, that had been taken from the front seats of the victims’ locked vehicles.

Lisa Leihulu Tuigamala, 39, of Sacramento and Amber Dawn Thieman, 21, of Sacramento were arrested on suspicion of burglary and conspiracy. Both were held in the Placer County Jail and later released on promises to appear. Walter Jarvis Beachem Jr., 26, of Sacramento was arrested on suspicion of burglary, receiving stolen property, and conspiracy. He was also released from the Placer County Jail on a promise to appear.  Jamar Welcome, 21, of Sacramento was arrested on suspicion of burglary, conspiracy, receiving stolen property, giving false identification to a police officer, and Sacramento County warrants for drug possession. He is being held without bail in the Placer County Jail.
